Student Crisis Intervention System

The issuing agency is seeking a comprehensive, school-based Crisis Prevention and Intervention System to equip personnel with a structured, evidence-informed framework for preventing, de-escalating, and responding to escalating student behavior. This system must prioritize early intervention, relationship-based de-escalation, trauma-informed practices, and the least restrictive responses to maintain safe school environments. The agency requires a solution designed for public school settings that accommodates students with a broad range of behavioral, emotional, communication, sensory, and developmental needs, including autism spectrum disorder and trauma. The scope of work requires a structured, prevention-focused, nonviolent framework grounded in trauma-informed approaches. The requested system must include training content addressing the needs of students with communication, sensory, social-emotional, and self-regulation differences. To ensure sustainability, the agency requires a train-the-trainer model to prepare internal trainers, complete with trainer manuals, participant materials, presentation tools, implementation guides, fidelity supports, and guidance on recertification. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to occur offsite.
