RFI for Digital Document, Records Digitization, Scanning, Imaging and Indexing Service

The issuing agency is seeking information on industry capabilities, technologies, and approaches to support a large-scale records digitization project. The agency needs to solve the challenge of converting approximately 3 million paper marriage records from the years 1987 through 1997 and 2000 through 2007 into high-quality digital formats. The project covers paper records of various sizes, including 8.5 inches by 7.5 inches, 8.5 inches by 8 inches, and 8.5 inches by 11 inches. The requested scope of work includes preparing documents for scanning by removing staples and smoothing edges, performing digital imaging, and securely tracking and returning the original documents. The agency requires the creation of individual black-and-white Tag Image File Format (TIFF) images and structured index data that are fully compatible with the FileNet system. The selected partner must perform all work offsite and ensure the secure, accurate, and efficient handling of these sensitive documents. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this undertaking.
