The issuing agency is seeking a vendor to provide an employee learning management system to manage staff training and development. This system must address content management needs, including the creation, import, organization, and assignment of learning content and related assets. The agency also requires capabilities for designing and administering assessments, capturing completion and grading, and issuing certificates and credentials. To monitor participation, compliance, and learning outcomes, the system must include robust reporting, dashboards, exports, and analytics capabilities. Administrative features must allow for the management of users, roles, permissions, and system configurations. The agency requires a user experience that supports usability, navigation, notifications, search, personalization, and mobile device usage for both learners and administrators. The platform must meet accessibility standards and features that support inclusive access to learning for all employees. The agency also requires integration capabilities, including APIs, provisioning, and interoperability to support identity management and secure data exchange. Performance of the work will take place offsite. Only Canadian organizations are eligible to bid on this opportunity.
