RFI for People First Next Generation Cloud-Based Human Capital Management Solutions

The Florida Department of Management Services is seeking information to understand modern, next-generation cloud-based human capital management solutions. The agency wants to identify systems that offer a flexible human resource ecosystem, allow for the timely adoption of new technologies, and significantly improve the employee and manager experience. The desired solutions must support enterprise scalability, integrate self-service tools, and inherently support a corresponding, dedicated human resource service center model. The requested scope of work covers a core human capital management platform and dedicated service center operations. The core platform must provide a comprehensive, integrated suite of human resource services, efficient and compliant service delivery, and ongoing, future-ready system maintenance. It also requires stringent data security protocols, disaster recovery and business continuity planning, system integration, mobile compatibility, web self-service availability, and effective migration services. The service center operations must integrate with the cloud-based platform and cover staffing, technology, call processing, administration, and metrics and reporting. Eligible respondents must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. The agency is looking for budget proposals to understand the cost-effectiveness of the solutions. Interested parties must submit all questions no later than July 13, 2026.
