Digital Infrastructure Project Scoping Services

The Arlington, Virginia government authority is seeking a vendor to provide digital infrastructure project scoping services. The agency needs to scope projects across four primary digital areas to improve connectivity, data management, public services, and security. This initiative aims to identify and plan infrastructure requirements that connect people, communities, and systems. The scope of work covers digital connectivity and network infrastructure, including fixed and mobile broadband, fiber optic and subsea cables, satellite solutions, and internet exchange systems. The selected vendor will also scope cloud, data, and computing infrastructure such as data centers, cloud platforms, and sovereign or private cloud environments. Additionally, the project encompasses digital public infrastructure like e-services, digital identity, payment systems, and cybersecurity frameworks to protect public and private digital systems. Eligible bidders must be onshore United States organizations. The agency requires all performance of the work to be conducted offsite. The agency has not disclosed a set budget and is currently looking for proposals to determine the financial scope.
