RFI for Automated Testing Tool

The Department is seeking an automated testing tool to reduce manual testing effort, improve test consistency, and automate the documentation of test results. The agency needs a modern testing framework that enables a test team with no development skills to record user interactions, repeat test scenarios, and modify scripts without relying on development resources. This tool must operate across a diverse infrastructure and test applications across distinct network environments, both internal and external to the county, without requiring persistent external whitelisting or changes to individual application firewall rules. The requested scope of work requires a tool that supports automated data iteration from files like Excel, CSV, SQL, JSON, or XML, and features a drag-and-drop interface with visual flow diagrams for visual logic building. The software must include AI-driven self-healing for maintenance automation to fix broken test scripts, and it must automatically generate screenshots or video recordings as visual evidence for failed test steps. Additionally, the tool must provide automated accessibility scanning to identify WCAG 2.1 Level AA violations and support cross-browser compatibility, requiring compatibility with the latest Edge and Chrome versions and preferably Safari. The project covers the Department's entire application portfolio, which includes public-facing web applications, internally hosted web applications, on-premises applications, Windows desktop client applications, and applications hosted on external cloud or vendor-managed platforms. Eligible bidders must be onshore USA organizations, and the performance of all work will be conducted offsite. The agency is looking for budget proposals and allows digital submission of responses via email or online.
