Economic Development Strategic Plan Services

The agency is seeking a qualified consultant with demonstrated expertise in retail market analysis, municipal economic development strategies, and developer/broker engagement to deliver economic development strategic plan services. The project aims to solve the problem of identifying and capitalizing on local retail development opportunities while improving municipal approaches to economic growth. The selected partner will conduct a retail economic development analysis, recommend best practices, and evaluate the potential value of expanding internal staffing to create a designated Economic Development Department. The scope of work covers reviewing successful local and national municipal approaches to retail economic development and conducting outreach to brokers, tenants, and potential developers associated with each identified site. The agency requires the identification of development trends relevant to each opportunity area alongside recommendations to improve these areas from both physical and retailer perspectives, including design and tenant mix. Performance of all contracted work will take place offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for proposals to determine the budget and will accept digital submissions via email or an online portal.
