Master Plan Update Service

The City of Ypsilanti, Michigan is seeking a consultant to update its Master Plan to guide land use, development, infrastructure, mobility, housing, sustainability, and community investment decisions over the next twenty years. The agency needs a forward-looking, equity-centered, and actionable plan developed in close collaboration with agency staff, elected and appointed officials, community partners, and residents. This project aims to address future growth and community alignment by establishing a clear, data-driven understanding of existing conditions and integrating community values into an implementable, measurable framework that aligns with state planning requirements. The scope of work covers three main task areas, starting with an analysis of existing conditions and data. The selected consultant must review demographic, economic, housing, land use, transportation, environmental, and infrastructure data, while also evaluating existing City plans, zoning ordinances, and regional or state plans to identify key trends, opportunities, and challenges. Additionally, the project requires the development and implementation of a robust, inclusive community engagement strategy utilizing workshops, open houses, surveys, pop-up events, and digital platforms to reach historically underrepresented populations. The final phase of the scope requires the consultant to establish a vision, goals, and policy framework. This framework must provide policy recommendations addressing land use and zoning, housing affordability and diversity, infill project identification, and transportation and mobility. The agency requires all performance of the work to be conducted offsite. Eligible bidders must be located onshore within the United States. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The contract period will run for one year, and bidders must submit all questions regarding this opportunity no later than June 30, 2026.
