The agency needs to solve the challenge of monitoring regulated pollutants, implementing a total maximum daily load pollutant reduction program, and managing an industrial stormwater discharge program. The software must support the development, review, and implementation of structural and non-structural best management practices to reduce discharges into the system. The scope of work requires the software to facilitate the creation and delivery of a yearly annual report detailing the overall status and future plans of the stormwater management program with supporting documentation. The system must support rapid deployment, minimal customization, and a phased implementation schedule.
