RFI for Hardware as a Service (HaaS) Solution

The issuing agency is seeking information on a Hardware as a Service (HaaS) solution to provide computing capabilities, memory, and storage to support operations in various environments. The agency needs a solution that supports a mix of customized C2 software, Government Off the Shelf (GOTS) software, and commercially licensed enterprise software, including virtualization infrastructure. The requested scope covers the initial deployment of computing capabilities as well as ongoing sustainment, lifecycle management, and technology refreshes. The agency is trying to solve the challenge of lengthy testing and certification processes by leveraging pre-certified solutions from the Department of Defense Information Network (DoDIN) Approved Products List, modular architectures, or other acceleration techniques. The desired HaaS model must enable frequent, seamless technology refreshes and continuous security validation throughout the equipment lifecycle to minimize the need for periodic recertification. Additionally, the agency requires predictive maintenance capabilities, automated patching and updates, remote troubleshooting, and integration with existing maintenance systems. Only United States organizations are eligible to submit responses for this opportunity. The agency requires the performance of the work to take place offsite. The agency is currently looking for proposals to determine the budget and has not signaled a specific funding limit or key dates in the initial request.
