LaSalle County is seeking a qualified vendor to provide comprehensive correctional and juvenile detention facility healthcare services in Ottawa, Illinois. The agency requires a partner to implement a complete mental health program addressing the emotional needs of inmates and residents, which must include evaluation, treatment, and referral services for the mentally ill. The selected provider will ensure that every inmate and resident receives a mental health assessment by a nurse during the initial medical intake screening process. The scope of work covers the management of psychotropic medications and the provision of case management, individualized treatment planning, and supportive group and individual counseling. These therapeutic services, including cognitive behavioral therapy, dialectical behavior therapy, acceptance and commitment therapy, and trauma processing, must be delivered by a Master's level qualified mental health professional. The provider must also manage routine appointments, conduct testing and medical treatment for opioids at intake, and perform routine urine testing for proteins and ketones. The agency requires detailed tracking of clinical workflows, specifically documenting the submission dates of sick call requests, triage dates and times, and the exact dates patients are seen by nursing staff. To be eligible for evaluation, bidders must be onshore organizations based in the United States, and all contracted work must be performed onsite at the facilities. The agency is currently looking for proposals to establish the budget for these services. The procurement schedule includes a mandatory pre-bid meeting scheduled for June 24, 2026.
