Jail Intercom Replacement System

The Outagamie County government authority in Appleton, Wisconsin is seeking a vendor to provide a complete jail intercom replacement system. The agency needs to replace its existing Telecor analog intercom system, which currently includes several master stations and integrates into the jail's HMI touchscreen control system. This door control intercom system must function as an integral part of the facility's security control processing equipment. The requested scope of work covers a new door control intercom system, including new intercom stations, desktop master stations with Power over Ethernet, and a head-end system. The system must network multiple digital communication controllers together via digital audio trunks and Ethernet data networks to form larger 53 systems. The agency requires administrator software that runs on a standard PC to support system configuration, diagnostics, maintenance, and logging without being required for basic system operation. This software must employ Windows features such as system tree structures, device tables, system setting screens, and operational data tables. Physical installation requires mounting intercom stations in detention security door frames and wall boxes, with door-frame-mounted stations designed for standard two-gang outlet boxes. The agency requires software-assignable pushbuttons for placing call requests and digital communications expanders as needed to complete the system. Performance of all work must take place onsite at the jail facility in Appleton, Wisconsin. Eligible bidders must be onshore organizations based in the United States. The agency is currently looking for proposals to establish the budget for this project. A mandatory pre-proposal meeting and site visit will take place on July 01, 2026.
