Cloud-Based Child Nutrition Management Information System

The agency is seeking a proven, production-ready, cloud-based or Software as a Service child nutrition management information system to support statewide operations. This configurable solution must meet regulatory, operational, and reporting requirements for current and future child nutrition programs without extensive custom development. The scope of work covers the provision, configuration, implementation, data migration, integration, training, and ongoing support of a comprehensive system supporting the full lifecycle of program administration. The requested system must manage sponsor and site applications, approvals, renewals, claims submission, validation, reimbursement processing, and Summer Food Service Program advance requests. The agency requires capabilities for Local Education Agency data reporting, program compliance monitoring, corrective actions, and federal and state reporting. Integration with external systems, such as Direct Certification, financial systems, and authoritative state data sources, is also required. The system must support role-based workflows for agency staff, sponsors, reviewers, and auditors to handle applications, claims, administrative reviews, procurement reviews, eligibility reviews, financial audits, and appeals. Eligible bidders must be onshore United States organizations. The agency expects the performance of all work to occur offsite under a contract period of two years. The agency is looking for proposals to establish the budget for this project. An optional pre-bid meeting will take place on July 1, 2026.
