Learning Management System and Workforce Agility Platform

The issuing agency is seeking a vendor to provide a cloud-based Learning Management System and workforce agility platform. The agency needs to solve the challenges of managing mandatory training compliance, tracking certifications, and reducing manual administrative workloads for both clinical and non-clinical staff. The scope of work covers deploying the platform, supporting eLearning and instructor-led training, enabling role-based assignments, and managing healthcare compliance requirements. The selected vendor must integrate the platform with the agency's HRIS, enable Single Sign-On, and support APIs for automatic updates of employee hierarchies. The project also requires delivering standard and custom reporting dashboards, ensuring WCAG accessibility compliance, and meeting HIPAA and SOC 2 security standards. The implementation timeline spans ninety to one hundred and twenty days, including data migration and post-implementation support with an assigned customer success manager. Future phases of the project will expand into career pathways and performance management. Eligibility is restricted to onshore, United States organizations only. The vendor must perform all work offsite at their own office premises. The agency is currently looking for proposals to determine the budget for this initiative.
