Pavement Management Program Service

The government authority located in Houston, Texas is seeking pavement management program services for citywide roadway infrastructure. The agency needs to perform data collection and analysis to evaluate pavement conditions and develop prioritized maintenance, rehabilitation, and reconstruction recommendations supported by budget scenarios. The selected engineering consultant will process and analyze collected data to develop condition ratings for roadway segments and integrate all relevant data streams, including surface distress, roughness, maintenance history, and roadway classification. The scope of work covers engineering services including pavement condition assessments, which must feature Pavement Condition Index and International Roughness Index evaluations. The project also requires GIS-based roadway inventory updates, as well as asset tagging and condition ratings for sidewalks, curb ramps, alleyways, speed cushions, and composite pavement joint-reflection cracking. Based on the analysis, the consultant must develop pavement management models, recommend appropriate maintenance, preservation, rehabilitation, and reconstruction strategies, and prepare periodic State of the Pavement Reports that summarize current conditions, evaluate pavement performance, and provide projections under various funding scenarios. Eligibility is restricted to onshore organizations based in the United States of America. The agency is looking for proposals to establish the budget for this project.
