Cloud-Based Child Nutrition Management Information System

The agency is seeking a proven, production-ready, cloud-based or Software as a Service child nutrition management information system to support statewide operations. This configurable solution must meet regulatory, operational, and reporting requirements without extensive custom development and support both current and future child nutrition programs. The project covers the provision, configuration, implementation, data migration, integration, training, and ongoing support of a comprehensive statewide system supporting the full lifecycle of program administration. The requested scope includes sponsor and site applications, approvals, renewals, claims submission, validation, reimbursement processing, and Summer Food Service Program advance requests. The system must handle Local Education Agency data reporting for financial, verification, food safety, and Community Eligibility Provision metrics, as well as program compliance, monitoring, and corrective actions. The agency requires integration with external systems, including Direct Certification, financial systems, and authoritative state data sources, along with role-based workflows for agency staff, sponsors, reviewers, and auditors. Bidders must be onshore organizations based in the United States, and all performance of the work will take place offsite. The agency is looking for proposals to determine the budget, and the resulting contract period will be for two years. An optional pre-bid meeting will be held on July 1, 2026, and all questions must be submitted no later than July 9, 2026.
