Parking Citation and Meter Management Services and Solution

The City is seeking a contractor to provide a secure, hosted parking citation and meter management services and solution. The agency requires a system that ensures availability through the internet for all devices, including desktop and mobile computers, phones, tablets, and other wireless devices, without requiring the City to install or maintain software on its own servers. The selected contractor must take every precaution to ensure the reliability of all systems, files, data, equipment, communications, and facilities, including virus detection, prevention, control, and eradication for all system servers and connected devices. The scope of work requires maintaining a 99.5 percent or greater annual uptime for the system as a whole, including all essential subsystems. The contractor must maintain compliance with evolving PCI Data Security Standards at its own expense. Additionally, the agency requires a public-facing online portal available 24 hours a day, seven days a week, accessible via standard web browsers on desktop and mobile devices without requiring special client software. This online portal must enable customers to pay citations, purchase and manage permits, enroll in and manage payment plans, request meter hooding reservations, submit refund requests, and access account history. The system must also display a clear disclosure of any convenience fees prior to transaction completion and support access to reports within a web browser. Eligibility is limited to onshore organizations based in the United States. The agency requires the performance of the work to be completed offsite. Bidders can submit responses digitally via email or online, and the agency is currently looking for proposals to determine the budget.
