Rental Assistance Demonstration (RAD) Due Diligence Studies Service

The Morristown Housing Authority in Morristown, Tennessee is seeking a vendor to provide real estate due diligence studies associated with the Rental Assistance Demonstration program. The agency needs to transform its public housing assets to the more stable Section 8 rental assistance platform. To achieve this, the agency requires a comprehensive portfolio review of assets, liabilities, and highest and best use, while incorporating its specific expectations. The scope of work covers a Rental Assistance Demonstration physical condition assessment, a Capital Needs Assessment e-tool, and an environmental site assessment with a twenty-four CFR Part fifty or fifty-eight environmental review. The selected vendor must also perform engineered utility allowances, map and analyze the assets, and analyze utility bills and energy consumption. Additionally, the project requires a demographic study using Department of Housing and Urban Development online tools and a portfolio recapitalization review. The agency is evaluating proposals to determine the budget and cost structure for these services. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of the requested work may take place either onsite in Morristown or offsite.
