China - Long-Term Agreement for Email Platform and Blasting Service

The United Nations Children's Fund in China is seeking a vendor to establish a three-year Long-Term Agreement for an email platform and blasting service. The agency needs to ensure reliable, high-volume, and personalized email delivery across all supporter communication scenarios while maintaining high deliverability. The selected provider must deliver a mature email platform and end-to-end services to support the full donor communication ecosystem, including platform provisioning, configuration, customization, integration, operation, maintenance, training, and support. The scope of work covers core automated email services, manual bulk email sending, and the capability to send emails with attached documents. The platform must manage donor data through batch import and export, validation, deduplication, and historical tracking, while providing donor data segmentation groups filtered by donor type. Additionally, the system must offer real-time monitoring, reporting, performance analytics, system integration capabilities, and data security and information governance aligned with agency data protection standards. Eligibility is strictly limited to onshore organizations based in China. The agency requires the performance of the work to be conducted offsite. Bidders must submit proposals outlining their pricing and technical capabilities, as the agency is currently looking for proposals to determine the budget.
