The City is seeking an integrated governmental software system to modernize operations, enhance financial and operational reporting, and ensure compliance. The agency requires a fully integrated Enterprise Resource Planning platform that connects all modules within a single, unified system. This system must support seamless data sharing, automated workflows, centralized reporting, and a secure migration of historical accounting and operational data. The scope of work covers several required software modules, including financial management, budget development and forecasting, procurement, grant, and contract management. Financial management must encompass the general ledger, accounts payable, cash receipting, invoicing and receivables, project accounting, and fixed assets. Additional required modules include payroll, human resources, time management, benefits administration, property tax billing, delinquent tax billing, stormwater utility fee management, reporting, audit trails, and executive dashboards. The project also demands comprehensive implementation services, training, and ongoing support. The selected provider must deliver project planning, system configuration, data conversion, historical record migration, testing, quality assurance, and phased rollouts. Training requirements include end-user and administrator training, knowledge transfer to City staff, and ongoing refresher training. Ongoing support must feature help desk and technical support with a designated information technology contact, regular system updates, and cybersecurity compliance monitoring. Eligibility rules restrict participation to onshore organizations based in the United States of America. The agency requires the performance of all work to occur offsite. Bidders must submit their proposals digitally via email or through the online portal. The agency is looking for proposals to determine the budget and has set a deadline for all questions to be submitted no later than July 20, 2026.
