The issuing agency is seeking an advertising agency to highlight community services and promote waste reduction and recycling behaviors. The agency needs public education campaigns that are simple, contain clear calls to action, and utilize community-based social marketing techniques. The selected partner must carefully manage creative costs, placements, and expenses to maximize information penetration and positive public response within a limited budget. The scope of work requires monthly progress meetings and monthly budget reporting to track campaign performance. All deliverables must meet or exceed Web Content Accessibility Guidelines Version 2.1, Level AA, in accordance with Americans with Disabilities Act requirements.
