The Lebanese Parliament is seeking a vendor to develop a modern, user-friendly website and a secure, reliable Bill Tracking System. The agency needs to strengthen transparency and public trust by providing timely, accurate, and clear updates on legislative processes to citizens, media, and civil society. This project aims to upgrade the parliamentary website using new web technologies to ensure fast performance, secure access, and an engaging user experience. The scope of work covers the development of a modern, Arabic-first website with a scalable multilingual architecture that includes English and French templates for future content integration. The website must feature a fully responsive design, consistent branding, cross-browser compatibility, and an advanced search engine with specific filter options. The agency also requires an archive of existing content, support for audiovisual file uploads, and a prominent chatbot interface powered by an enterprise-grade large language model like Google Gemini 2.5. The Bill Tracking System must be a modular, web-based platform aligned with the Lebanese Parliament's legislative procedures and operational practices. The system must operate initially within an offline internal network without dependency on external internet connectivity, while remaining fully scalable for future public deployment. The architecture must separate presentation, application, and data layers, and support interoperability through secure application programming interfaces and structured data export mechanisms. Only onshore organizations based in Lebanon are eligible to bid for this opportunity. The selected vendor will perform all work offsite.
