Accela Cloud Migration Project Manager Solution.

The town is seeking a project manager solution to oversee the migration of its on-premise Accela civic platform instance to the Accela Cloud. This platform calculates and invoices fees, routes project applications through regulatory disciplines, and tracks workflows for permitting and enforcement. The selected vendor will manage the Implementation Partner, coordinate the migration process, and oversee the implementation of e-PlanSoft electronic plan review and the GoPost temporary submission portal. The project scope covers planning and coordinating integrations for electronic plan review software, finance, Geographic Information System, document management, and payment systems. The vendor must also integrate additional software such as digital plan review and automated phone lines, while ensuring the configuration of record types, workflows, notifications, custom reports, and system integrations. Additional responsibilities include developing a change management plan, supporting go-live and stabilization, consulting town staff on integrating technologies like artificial intelligence, and overseeing Accela in obtaining the backup of the revised SQL database. Eligible bidders must be onshore organizations based in the United States. The performance of the work can be conducted either onsite or offsite. The agency is looking for proposals to determine the budget, and the resulting contract will span a period of one year. The agency requires all questions to be submitted no later than July 20, 2026. Bidders must attend a mandatory pre-proposal meeting scheduled for July 13, 2026. Evaluation of proposals will proceed based on these requirements and the submitted bids.
