Finance and Human Capital Management ERP System Implementation

The agency is seeking a certified implementation partner to provide finance and human capital management ERP system implementation services. The selected vendor will transition the agency to a cloud ERP system on a fixed-fee and fixed-scope basis. The project covers comprehensive implementation services, including planning, design, configuration, data conversion, testing, training, change management, and reporting. The scope of work spans both finance and human capital management functions. Financial modules require implementation of general ledger, procurement management, accounts payable, and fixed, leased, and capital assets. Human capital management modules require employee data, position management, compensation, talent acquisition, benefits, talent management, performance management, learning and development, onboarding and offboarding, student employment, and payroll. Bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be completed offsite. Eligible bidders must possess relevant ERP implementation experience, certified implementation partner status, and cloud ERP transition experience. The agency is requesting budget proposals from bidders for this project. The contract period will span four years. Bidders must submit all questions regarding this opportunity no later than July 2, 2026.
