Cloud-Based Learning Management System and future Workforce Agility Platform

The issuing agency is seeking a cloud-based Software as a Service Learning Management System with the capability to expand into a workforce agility platform. This system must improve training, compliance, reporting, and workforce development while reducing manual administrative work through automation. The agency needs to streamline compliance training, track certifications, improve audit readiness, and enhance the user experience for both learners and administrators. The scope of work covers designing, configuring, and implementing the solution, which must support instructor-led and eLearning content such as SCORM and xAPI. The platform must offer role-based training assignments, certification and license tracking with expiration alerts, and configurable workflows for custom clinical and non-clinical assignments. Additionally, the system must integrate with existing HRIS, Single Sign-On, and IT systems, support multiple locations, and offer scalable modules for performance, career pathways, and succession planning. Eligible bidders must be onshore organizations based solely in the United States. The selected vendor must perform all work offsite at their own office premises. The agency is looking for proposals to determine the budget for this project.
