Electronic Visit Verification (EVV) Data Aggregation, Validation, Compliance and Oversight Services and Platform

The Delaware Division of Medicaid and Medical Assistance (DMMA) is seeking a vendor to implement and operate a statewide Electronic Visit Verification (EVV) aggregation and oversight platform. The agency needs to solve the challenge of receiving, normalizing, and validating EVV data from multiple third-party systems in accordance with defined standards. This solution must support program integrity, compliance, reporting, and claims-related business processes, including transmitting data to the state to facilitate federal Transformed Medicaid Statistical Information System (T-MSIS) reporting. The requested scope of work requires a flexible, scalable, and interoperable platform. The system must support multiple EVV vendors, service delivery models including member-directed services, various Medicaid populations, and diverse delivery settings. The agency requires the solution to ensure compliance with the federal 21st Century Cures Act while minimizing the administrative burden on providers and members. Eligible bidders must be onshore United States organizations. The agency requires the selected vendor to perform all work offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to establish the budget. The contract period will span five years. The agency has scheduled the deadline for all questions on July 21, 2026. Bidders must attend a mandatory pre-bid meeting on August 4, 2026.
