The City of Biloxi is seeking a local television station to purchase, install, configure, and maintain a public-facing, commercial-grade outdoor IP web camera system. The camera must be mounted on the casino building facing the pier and beach to provide a continuous, high-quality live video feed. This project aims to promote community engagement and tourism, enhance transparency and public access to civic spaces, and ensure a secure and compliant technology infrastructure. The scope of work requires the selected vendor to provide weatherproof housing, mounting hardware, power, and network connectivity solutions in compliance with building and safety codes. The live stream must be embedded on the city website and the television station website, offering a mobile-friendly viewing experience with at least ninety-nine percent uptime reliability. The system must deliver content via a secure, scalable hosting platform that is publicly accessible without any subscription or paywall. The agency requires the vendor to grant the city rights to use still images or video clips from the feed for governmental, informational, and promotional purposes. The technology solution must include user access controls to the online management system for authorized city staff, alongside a monitoring and alert system for outages that contacts representatives from both the television station and the city. The vendor must provide all of these services free of charge to the city. Eligible bidders must be onshore organizations based in the United States. The performance of the work will take place offsite, and bidders can submit their proposals digitally via email or online.
