The Central New York Regional Transportation Authority in Syracuse, New York is seeking a vendor to provide highly reliable phone and internet services. The agency requires continuous, twenty-four-seven communication capabilities with the general public to support daily business applications, email, website hosting, public meeting streaming, social media alerts, and emergency communications. This infrastructure is critical for posting service e-alerts regarding detours and emergencies on the agency website and social media networks, as well as emailing customers and supporting a bus information call center that handles approximately one thousand incoming calls per week. The project scope requires modernizing the existing telecommunications infrastructure to improve reliability, resiliency, and business continuity while supporting future technology changes within defined budget constraints. The selected vendor must maintain the current configuration with the ability to make minor changes as business requirements change, such as increasing bandwidth between locations, adding telephone numbers, or adding and removing locations. The agency requires automatic failover for voice, internet, and wide area network services by providing redundant paths where physically feasible, along with support for converged voice and data services with multi-option handoffs including SIP, PRI, and analog. Bidders must respond to telecom and network problems that seriously affect business operations, including site outages, severe performance degradation, and intermittent interruptions. Eligibility is restricted to onshore organizations based in the United States of America. The performance of all contracted work will take place offsite.
