The agency is seeking an on-demand mobility rideshare solution that includes a computer or smartphone-based application for users over eighteen and a secure electronic payment platform. The requested system must maintain constant communication with drivers in service and provide a web-based portal for compliments, complaints, and service feedback reports. The software must feature a shared-ride batching algorithm to match passengers with drivers, a web-based administrative console to manage reservations, and an interface to schedule call-in reservations in real time or in advance. The platform must calculate and update estimated arrival times for riders after booking and calculate trip prices before final confirmation. The system must apply discounts based on program subsidy parameters, allowing the agency to subsidize up to half the cost of qualifying trips up to fifteen dollars, for up to fifteen trips per month. The map-based user interface must display real-time vehicle location, vehicle load, schedule adherence, driver status, and vehicle status, with replay controls to view historical location sequences. The software must enable automated itinerary creation and continuous routing optimization to minimize distance and travel time based on street network parameters. The agency requires a smartphone rider application for requesting real-time trips operated by third-party contractors, taxis, and partner vehicles, alongside a driver application that automatically dispatches trips with audio and visual directions. Eligible bidders must perform the work onsite within the United States, and the agency will establish a contract period of five years.
