Energy Code Information Technology, Reporting and Analysis, Policy Consulting, and Marketing and Outreach Services

The Maryland government authority is seeking a vendor to provide energy code information technology, reporting and analysis, policy consulting, and marketing and outreach services. The agency needs to solve the challenge of collecting, managing, and analyzing energy code data while updating its policies and educating the public. The selected vendor will support these goals over a two-year contract period through a combination of onsite and offsite work. The scope of work covers four distinct areas starting with information technology, which requires requirements analysis, design, development, testing, and maintenance of data solutions. The agency requires a system that can collect, store, and export energy code data, as well as integrate with systems like Infor or Avolve. The vendor must also perform data manipulation, management, and preparation to support reporting and analysis. The reporting and analysis task involves evaluating building projects, which are estimated to include twenty to fifty commercial new construction projects, one hundred to two hundred commercial alterations, and two hundred residential new projects annually. For the policy consulting task, the agency requires assistance with commercial and residential energy code policy changes based on the data analysis. The agency also needs help identifying and implementing new code measures for net-zero energy on Level 3 alterations. The marketing and outreach task requires assistance with a public education program to enhance program documents, organize community events, and create consumer-focused reports. The agency also needs public-facing, consumer-level code cycle performance reports that outline progress toward grant objectives. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is looking for proposals to determine the budget for this project.
