Behavioral Health Services Act (BHSA) Early Intervention Behavioral Health Support Service

The selected provider must collect outcome data demonstrating participant improvements in behavioral health, functioning, coping skills, resilience, social connectedness, or other program-specific goals. The agency requires the ability to operationalize billing requirements, including medical claims-based reimbursement and insurance screening, as part of a payment reform movement toward fee-for-service medical billing. Eligible bidders must be onshore organizations based in the United States. Work performance may occur onsite or offsite, and proposals must be submitted digitally via email or online. The agency is currently looking for proposals to establish the budget, and all questions regarding this opportunity must be submitted no later than July 1, 2026.
