Third-Party Administrative Services for Flexible Spending Accounts, Limited Purpose Flexible Spending Accounts, Dependent Care Assistance Programs and COBRA Administration

The agency is seeking a vendor to provide comprehensive third-party administrative services for flexible spending accounts, limited purpose flexible spending accounts, dependent care assistance programs, and COBRA administration. The agency needs to solve the challenge of managing complex benefit programs and COBRA compliance while minimizing manual data entry for its staff. To address this, the scope of work requires the selected vendor to deliver end-to-end COBRA administration, including the timely production and mailing of statutory notifications, and to establish robust, automated EDI or API data exchanges with the Workday system. The project covers the administration of healthcare flexible spending accounts and dependent care reimbursement accounts, which includes enrollment processing, contribution tracking, claims adjudication, debit card functionality, and direct deposit reimbursements. The agency requires the assignment of a dedicated implementation team to ensure an orderly onboarding process, as well as a designated ongoing account manager and clear executive escalation contacts. Eligible bidders must be onshore organizations based in the United States. The performance of all administrative work will take place offsite.
