Employee Benefits Consulting Services

The City of Tampa, Florida is seeking employee benefits consulting services to analyze and make recommendations regarding the city's insurance and benefits programs. The city needs a responsive consultant who will remain available to the human resources director, benefits manager, and management team. The selected partner must provide medical plan performance reviews, analyze claims and enrollment data, and deliver detailed reports of the preceding plan year to help control costs and maintain market competitiveness. The scope of work requires the consultant to prepare and assist with the evaluation of requests for proposals for city-sponsored benefits, wellness, COBRA, FSA, and wellness centers. The consultant must also review, verify, and provide analytical recommendations on financial proposals and new or renewal contracts. Additionally, the agency requires assistance in preparing new or renewal agreements for City Council review and approval. Eligible bidders must be onshore organizations based in the United States. The city allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the city is currently looking for proposals to determine the budget. The city will host a non-mandatory pre-bid meeting on July 23, 2026. Bidders must submit all questions regarding this opportunity no later than July 30, 2026.
