Enterprise File Storage Digitization and Pega Platform

The Internal Revenue Service is seeking a vendor to develop, test, maintain, and enhance its Enterprise File Storage Digitization and Pega Platform. The agency needs to solve the challenge of digitizing enterprise file storage and modernizing workflows through a rapid delivery of a fully functional, compliant Minimum Viable Product using the Pega platform. This project aims to translate business capabilities into Pega case types, workflows, roles, and reusable components while addressing current workarounds. The scope of work covers stakeholder engagement, iterative enhancements, and a phased knowledge and ownership transfer to the agency. The selected vendor must provide application architecture guidance, adhere to development standards for no-code/low-code platforms, and deliver user interface/user experience templates that align with agency standards. Additionally, the project requires incorporating Pega artificial intelligence capabilities, including Document AI for automated case summarization, Knowledge Buddy for real-time employee guidance, and AI-powered chatbots for taxpayer interaction. The agency requires the vendor to provide a development organization chart depicting software development roles such as Scrum Master, Product Owner, Senior/Junior Developer, and Tester. The vendor must also develop and maintain FAQs and self-help tools for users on the website, while capturing, maintaining, and tracking all outstanding issues and action items. Furthermore, the vendor must provide, maintain, and upgrade all software components necessary for delivery in accordance with all applicable agency and Federal policies, guidelines, and directives. Eligibility is strictly limited to onshore organizations based in the United States. All performance of the work will take place offsite.
