Parking Access and Revenue Control System

The agency is seeking a vendor to supply, support, maintain, operate, and manage a self-supporting Parking Access and Revenue Control System. The system must collect established parking fees and charges, provide monthly expense accountings, and deliver copies of all deposits made to the designated bank accounts. The system must operate independently without relying on the agency's current security, camera, conduits, or other infrastructure. The scope of work requires software that includes a mobile phone application allowing visitors to reserve or purchase parking spaces online or via the app prior to arrival. The system must utilize license plate readers, perform a daily license plate inventory of all parked vehicles, and determine if surface parking or specific garage floor levels are at maximum capacity to inform customers. The selected partner must also receive, report, track, and respond to all complaints and claims for losses, damages, or injuries on the facilities. Eligible bidders must be onshore United States organizations, and the performance of the work will take place offsite. The contract period will span five years, and the agency is currently looking for budget proposals. A pre-bid meeting and site visit will take place on June 30, 2026, and bidders must submit all questions no later than July 7, 2026.
