GIS Support and GIS-Centric Platform

The agency is seeking a vendor to provide ongoing, as-needed Geographic Information System (GIS) support services and a GIS-centric software platform. The agency needs to support county operations, manage infrastructure assets, and integrate spatial data with enterprise technology systems. To solve these challenges, the agency requires a system where Esri ArcGIS geodatabases serve as the authoritative system of record to drive workflows, integrations, and decision-making across county platforms. The scope of work covers strategic and business planning for GIS initiatives, website development, and GIS web application design, configuration, and support. The selected vendor must handle database development using Python, Arcade, SQL, and related scripting technologies, while maintaining, troubleshooting, and updating GIS feature classes and geodatabase objects. Additionally, the project includes supporting configurations of unity or other GIS-centric platforms, developing ETL data integration workflows, and migrating from geometric networks to the Esri utility network for water distribution, sanitary sewer collection, and reclaimed water distribution. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The agency requires the performance of all work to be completed offsite. Bidders must submit their proposals digitally either via email or through the designated online portal, and the agency is currently looking for proposals to establish the budget. The agency requires all questions regarding this procurement to be submitted no later than July 15, 2026. The evaluation of proposals will focus on the bidder's ability to deliver utility network data model design, migration planning, general GIS consulting, and application development using unity and Esri APIs. The agency will also assess capabilities in ArcGIS Online, ArcGIS Server, ArcGIS Pro, Arc Urban configuration, and LiDAR data processing.
