Ellucian Banner Ecosystem Modernization, Cloud Migration and Optional Managed Services

Georgian College is seeking a vendor to modernize its Ellucian Banner ecosystem, execute a cloud migration, and potentially provide managed services. The college needs to transition its current-state infrastructure, applications, databases, interfaces, batch jobs, identity systems, security controls, and operational processes to a secure cloud environment. This project aims to resolve the limitations of on-premises hosting by establishing a resilient, highly available cloud architecture that supports continuous operations and disaster recovery. The scope of work covers full end-to-end migration services, including discovery, target-state architecture design, provisioning, migration execution, testing, cutover, stabilization, and knowledge transfer. The selected vendor must migrate Banner, Degree Works, AppXtender, the Operational Data Store, and the Oracle Database 19c to a cloud platform such as AWS, Azure, OCI, or another well-justified alternative. Additionally, the vendor must inventory and validate existing reporting and analytics dependencies, such as Power BI and Cognos, to ensure uninterrupted data flows post-migration without performing net-new reporting development. The college requires the new cloud landing zone to incorporate robust security and compliance by design, featuring least-privilege access, encryption in transit and at rest, centralized logging, and automated patching. Bidders must perform all work offsite and must restrict operations to onshore locations within Canada only. Proposals must be submitted digitally via email or through the designated online portal, and the college has not disclosed a set budget, requesting instead that bidders propose their own pricing models. The resulting contract will span a performance period of one year. Bidders must submit any clarifying questions regarding this opportunity no later than July 15, 2026.
