Electronic Poll Books and Maintenance Services

The agency is seeking a vendor to provide electronic poll books and maintenance services for a three-year contract period. The system must create and upload an extract of the voter registration database and street file to load voter information. The agency requires the system to verify voter identities using voter ID numbers from MCVR, voter status, full names, years of birth, residential addresses, and mailing addresses. The requested technology must allow voter searches by name, address, voter ID, or other allowed identification. The system must indicate if a voter has voted in-person or by absentee ballot, requested an absentee ballot, or is in an inactive status. It also needs to direct voters to the correct polling location within the county. The agency requires support for on-demand ballot printing natively or through integration with a third-party ballot printing system. This printing capability must function during the absentee voting period and on election day at centralized polling locations, ensuring the correct ballot style is produced for each voter at check-in. The system must support real-time transmission of each voter check-in event to a centralized, countywide database via an integrated or tethered cellular connection. Real-time uploads of check-in events via cellular connection to a central repository are necessary to enable instant cross-location deduplication. This deduplication prevents a voter from voting more than once on election day or during any period when multiple check-in locations are active simultaneously. Only onshore organizations based in the United States are eligible to bid, and the performance of the work will be offsite. The agency is looking for proposals and has not disclosed a specific budget. Bidders can submit responses digitally via email or online. A non-mandatory pre-bid conference is scheduled for June 30, 2026, and all questions must be submitted no later than July 7, 2026.
