Supervisory Control and Data Acquisition System

The Carbon County Joint Powers Water Board in Fort Steele, Wyoming, is seeking a completely integrated Supervisory Control and Data Acquisition system to monitor and control its water feed and filtration systems. The agency requires the provision of all controller hardware, field modules, enclosures, network peripherals, and cloud-hosted top-end software. The selected contractor must also perform electrical installation, which includes reworking the existing Remote Terminal Unit panel, mounting all new modules, performing all wire and conduit labor, and terminating all field connections per the approved input/output summary. The agency requires dynamic Human-Machine Interface screens that display custom, high-resolution process graphics. The core application suite must natively feature graphical historical trending modules down to one-second sampling intervals, custom tabular report generators exportable to standard CSV formats, an active alarm management console, and a permanent, searchable audit trail tracking all operator modifications. The user interface must be fully web-ready and securely reachable via standard browsers on mobile devices, tablets, and desktop computers without per-seat licensing penalties. The platform must enforce strict cybersecurity standards, including multifactor authentication, role-based tiered access permissions for operators, supervisors, and engineers, session timeout locks, and credential encryption across all remote diagnostic links. Eligibility is restricted to onshore, United States organizations only. Performance of the work will take place offsite, and the agency is currently looking for budget proposals to determine the cost of the project.
