Fluorescence Spectrometer Chlorophyll-a Analysis Service

The Milwaukee Metropolitan Sewerage District in Milwaukee, Wisconsin, is seeking a vendor to provide a fluorescence spectrometer chlorophyll-a analysis system. The agency requires this system to perform chlorophyll-a analysis in accordance with Standard Methods 10200 H (2011) to support regulatory monitoring. The procurement aims to establish a complete, fully operational analysis setup with high precision, wavelength accuracy, and specific detection capabilities. The scope of work covers the delivery of one fluorescence spectrometer compatible with Standard Methods 10200 H (2011) and one autosampler with a minimum of 270 sample positions. The agency also requires an HP computer, monitor, keyboard, mouse, system control software without third-party dependencies, and all necessary hardware, fittings, and tubing. Additionally, the vendor must provide installation, a minimum of one full day of on-site operator training, and complete operator, maintenance, and validation documentation. The required spectrometer must provide an excitation wavelength at 430 nm and an emission wavelength at 663 nm, with a wavelength accuracy of plus or minus 1.0 nm and reproducibility of plus or minus 0.5 nm. The system must achieve detection limits at or below 0.72 mg/m3 and demonstrate a linear response across a concentration range of 0 to 100 mg/m3. The software must support multi-point calibration curves, store and recall calibration data, and clearly identify quality control samples such as calibration standards, method blanks, and laboratory control samples. Eligibility rules restrict the opportunity to onshore vendors within the United States only. The performance of the work will take place offsite, except for the required on-site installation and training in Milwaukee. The contract period will span one year, and the agency is looking for proposals to determine the budget. All questions regarding this procurement must be submitted no later than June 23, 2026.
