Cloud Based Financial Management, Budgeting, Accounting, Payroll Software Conversion and Consulting Services

The agency is seeking a vendor to provide cloud-based financial management, budgeting, accounting, payroll software conversion, and consulting services. This project aims to consolidate disparate finance and human resources systems into a single, coherent, cloud-based solution that eliminates redundancies, automates workflow, and equips staff with information for better decision-making. The required functions and modules include general ledger, accounts payable, accounts receivable, bank reconciliation, payroll, budgeting, purchasing, recruitment and hiring, employee records management, position maintenance, and benefits administration. The requested scope of work covers a system that is entirely cloud-based and provides an automated audit trail of system transactions. The system must allow authorized users to define record retention periods specific to individual record categories, archive data prior to purging, and support the purging of records and attachments according to agency-defined schedules. Security requirements dictate that the system must mask sensitive information in self-service modules, encrypt all data accessed via internet and intranet, support active directory single sign-on, and allow multiple sessions within a given login ID. Security must be configurable by module, and the vendor must pass agency security accreditation processes or other required security compliance checks prior to go-live. The system must also scan document attachments for viruses before saving them, support continuous monitoring and scanning for security vulnerabilities, and utilize capabilities such as CAPTCHA to prevent robot access to publicly accessible portions of the application. Additionally, the software must use workflow to electronically route documents and store approvals across all suites, modules, and applications. Eligibility is limited to onshore vendors, meaning USA organizations only. The agency requires the performance of the work to be conducted offsite. The agency is looking for proposals to determine the budget, and all questions regarding this opportunity must be submitted no later than July 17, 2026.
