Planning and Development Services

The City of Wray, Colorado, is seeking a qualified consultant to provide comprehensive planning and development services. The agency requires professional assistance to address community growth, land use, economic strategy, and infrastructure planning. This initiative aims to guide the municipality's future physical and economic development through a wide range of specialized planning activities. The scope of work covers branding, brownfield redevelopment, capital improvement planning, and community engagement and stakeholder facilitation. The selected partner will also perform comprehensive planning, downtown and urban planning and design, economic development strategy, and environmental impact assessments. Additional required services include environmental site assessments, grant and loan assistance, historic preservation planning, housing needs assessments, land and site development planning, neighborhood and corridor planning, park planning and design, subdivision regulations, wayfinding, and zoning and land use code updates. The agency allows the primary consultant to subcontract geotechnical, storm water, traffic engineering, appraisal, environmental, inspection, and surveying services, provided the proposal details the subconsultant arrangement. Alternatively, the agency may choose to contract these specific technical services separately. The performance of all contracted work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders to determine the financial framework. Bidders must submit all clarification questions regarding this opportunity no later than July 10, 2026.
