Medicaid Enterprise System Integration Platform and Services

The agency is seeking a vendor to provide Medicaid enterprise system integration platform and services. The project covers the design, development, integration, and support of a system integration platform for the Medicaid Enterprise System. The agency needs a solution that detects and prevents immediate or ongoing adverse impacts to state programs and services by identifying and correlating abnormal conditions, performance degradation, and failures. The requested scope of work includes providing tools, dashboards, and reports for comprehensive performance monitoring, trending, and transaction tracing from the point of service initiation through completion. These tools must support configurable thresholds, alert routing rules, correlation across modules, and exportable reporting. The solution must facilitate real-time data processing, including exception handling, validation, reconciliation, and synchronization across modules. The agency requires the platform to receive, ingest, and display messages and alerts from external systems in real time within an API operations dashboard. The solution must provide predictive analytics to forecast resource utilization and associated costs based on usage trends. Additionally, the platform must support the decoupling and seamless absorption of functions from existing legacy systems without deviation from state-defined business rules. The system must handle concurrent business transactions in a manner that preserves data integrity and prevents race conditions or inconsistent outcomes. The platform must also natively support event streaming platforms for real-time data sharing. Performance of the work will take place offsite, and the agency is looking for proposals to determine the budget. Eligible bidders must be onshore USA organizations.
