Web Based IEP Writing and Special Education Case Management Software System

The School District is seeking a web-based, highly secure, and user-friendly Individualized Education Program (IEP) writing and special education case management software system. The system must fully comply with Federal and Pennsylvania regulations governing school-age special education, gifted education, and Section 504 plans. The agency requires a platform that integrates with the District's Infinite Campus Student Information System (SIS) to ensure automatic, seamless synchronization of student demographic records and eliminate redundant data entry. The scope of work covers the native inclusion of all Pennsylvania-mandated forms for evaluation, IEP, GIEP, and Section 504 tracking within the system workflows. All forms and documentation must comply with the Americans with Disabilities Act (ADA) and adhere to Web Content Accessibility Guidelines (WCAG) to ensure full accessibility. The agency also requires robust data validation capabilities, including deep bi-directional or write-back interface options with Infinite Campus SIS and built-in compliance calculators for administrators. The selected provider must perform complete extraction, mapping, and migration of all historical and active student files from the District's legacy system without data degradation. Dedicated technical account specialists must provide troubleshooting support at no extra cost throughout the contract life cycle. Only United States onshore organizations are eligible to bid, and the provider must perform all work offsite at their own office premises. The agency is looking for proposals to establish the budget for this project. The target go-live date for full administrative and staff deployment is no later than August 2027.
