Rental Tracking, Monitoring and Compliance Software

The City of Akron is seeking a vendor to provide and implement a Rental Tracking, Monitoring, and Compliance software system. This system must deliver end-to-end management of Short-Term Rentals (STRs) and the city's annual Rental Registration program. The agency is trying to solve the problem of identifying, monitoring, and collecting appropriate taxes and fees from rental properties operating within the city limits. For the short-term rental component, the software must identify operating properties, addresses, owners, property managers, and contact information. The system needs to track booking details, prices, safety inspections, and registration permits, while mapping STR locations and identifying density hotspots. It must also estimate monthly excise taxes, calculate outstanding balances, and compute penalties and interest on late payments. For the annual rental registration program, the system must allow landlords to download proof of registration for court or assistance applications. The software must enable the city to vet first-time registrants for prior year fees, calculate and collect those past fees, and carry unpaid balances over to subsequent years. The platform must also support online payment processing. The monitoring scope requires the system to continuously search all online hosting platforms for active STRs and track permit expirations. Reporting features must provide up-to-date stakeholder reports, violation tracking, excise tax calculations by property, and visual GIS web maps and dashboards. The agency limits eligibility to onshore organizations based in the United States. The selected vendor will perform all work offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently open to budget proposals to determine the cost of the project.
