Security Camera System Upgrade Service

The Colquitt County Sheriff's Office in Moultrie, Georgia is seeking a contractor to provide a turn-key security camera system upgrade service. The agency needs to replace all existing analog cameras with IP cameras and completely remove and dispose of all old, unused cables. The new system must comply with Section 889 of the 2019 National Defense Authorization Act and feature smart search, video analytics, zone routing, zone counting, and push notifications. The scope of work requires installing new rack-mount network video recorders with hot-swappable hard drives inside a standard security cabinet with locking front and back doors. The contractor must provide network switches, client workstations for the main control room and the deputy warden's office, and all new cables, raceways, and conduits. All Cat6 cable in plenum spaces must be replaced with plenum-rated cable, and the existing head-end unit and cameras must be removed and returned to the owner for potential re-use. The agency requires the system to be configured with a fail-over setup that maintains recordings for at least fifteen days in the event of a system failure. The project also covers licensing and setup for a video wall, four fifty-inch wall monitors, one thirty-two-inch client desktop viewing station, and secure digital card storage at each camera. The system must provide thirty days of on-site storage with seventy percent motion detection at twelve frames per second and three frames per second continuous recording. Bidders must provide specification sheets for the network video recorders, video review stations, switches, and cameras within their bid documents. The system must include surge protection for all power and data ports, as well as an uninterruptible power supply battery backup capable of running the entire system for a minimum of one hour during power outages. All equipment must be labeled to match the final as-built drawings. Eligibility is restricted to onshore organizations based in the United States. All performance of the work must take place onsite at the facility in Moultrie, Georgia. The agency is currently looking for proposals to determine the budget and has not disclosed specific key dates or evaluation criteria in the sourcing announcement.
