Phlebotomy Services

The St. Louis County government in Clayton, Missouri requires professional, on-site phlebotomy services to support its daily operations. The agency is seeking to solve the problem of maintaining continuous, reliable laboratory draw coverage for direct patient care. To address this need, the agency requires up to 4.0 Full Time Equivalents of phlebotomy coverage to be present on site from 8:00 am to 5:00 pm, Monday through Friday, excluding county holidays. The scope of work covers fifty-two weeks of service per year, with phlebotomists receiving a one-hour lunch break daily. The agency reserves the right to change the daily hours with a six-week advanced written notice. The selected contractor must provide full coverage at all scheduled times and maintain a prepared backup system for any absent personnel. The contractor must also assume full responsibility for all benefits, vacation, holiday, sick pay, workers' compensation, and other compensation for the phlebotomists. Eligibility is strictly limited to onshore organizations based in the United States. The performance of all phlebotomy work must take place on-site at the government facility in Clayton, Missouri. While the agency is open to having the coverage provided by more than one phlebotomist, the county must approve this arrangement in advance. The agency is looking for proposals to determine the budget and cost structure for this initiative. The contract period will span three years from the date of award.
