Utility Billing Software

The district is seeking a vendor to provide utility billing software that supports all existing district utility billing processes and procedures. The agency intends to solve operational inefficiencies by enhancing customer service capabilities, improving staff productivity, and leveraging current technology advancements. The requested software must maintain customer accounts, manage billing and collection processes, and provide paperless billing or E-bill capabilities. The scope of work covers improving customer communication capabilities via text, email, and robocalling services. The system must also manage service orders, process payments and cashiering, provide customer web portal functionality, and track and maintain the district's Backflow Program. The selected vendor will perform all work offsite. Eligible bidders must be onshore organizations based solely in the United States. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 10, 2026.
