Website Development and Hosting Services using CMS

The Town is seeking website development and hosting services using a Content Management System to design, develop, launch, and maintain a modern municipal website. This new website will serve as the primary digital gateway for residents, businesses, and visitors to access town information and services. The Town requires a stable, widely supported CMS platform with an established support community, specifically excluding any proprietary, beta, limited-release, or early-adopter platforms. The scope of work covers creating a fully responsive website optimized for mobile devices, tablets, and desktops across various connection speeds and device capabilities. The platform must support text-only viewing, printing of content, and high-speed page load times consistent with Google Core Web Vitals benchmarks. Additionally, the project requires migrating all content from the Town's existing website with no loss of information or documents and ensuring no broken links. The selected vendor must provide a written security plan addressing confidentiality, integrity, availability, and cybersecurity incident response. The website must also support role-based user permissions, allowing the Town administrator to grant specific editing rights to individual staff members and volunteers for specific pages, sections, or functions. The contract term will be for one year, and the performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States.
