The issuing agency is seeking a vendor to provide a global workforce capability development solution and platform. The agency needs to support organization-wide capability building across onboarding, mandatory policy training, operational processes, role development, and ongoing professional development. The chosen solution must utilize a skill-based framework to address training needs and establish a central learning management platform for the entire staff learning ecosystem. The scope of work requires the development of concise, trackable organization-wide mandatory training modules covering critical policies and processes, including HR, child protection, SWAP processes, deviations management, risk management, program metrics, and reporting. The vendor must build adaptable skill taxonomies for each role and map internal roles against international competency frameworks. All content must tie directly to on-the-job performance and practical application, utilizing a proven, field-tested existing content library that allows for internal adaptability and content ownership as programs evolve. The requested learning platform must feature extreme user-friendliness with minimal onboarding required for end users. The platform must also include a real-time analytics and reporting dashboard to track skill gaps, pre- and post-assessment scores, knowledge retention, completion patterns, and skills mastery. Additionally, the system must support integration with common HR, project management, and communication tools such as Google Workspace or Slack, with a preference for Single Sign-On capability. Eligible bidders must be capable of delivering services on a worldwide, global scale. The agency requires all performance of the work to be conducted offsite.
